Career Highlights
- Successfully defending the South Coast Air Quality Management District’s landmark Warehouse Indirect Source Rule against preemption challenges in federal district court.
- Successfully defending the County of Alameda in a series of lawsuits concerning the abatement of illegal billboards. Citizens for Free Speech, LLC, et al. v. County of Alameda, 953 F.3d 655 (9th Cir. 2020); Citizens for Free Speech, LLC, et al. v. County of Alameda, 338 F. Supp. 3d 995 (N.D. Cal. 2018).
- Successfully defending an ordinance prohibiting and phasing out the storage and handling of coal and petroleum coke in the City of Richmond from a challenge under the California Environmental Quality Act (CEQA); helping to settle five related federal lawsuits.
- Prior to law school, serving as a Senior Plan Manager at the New York City Office of Emergency Management and as a Planning Section Chief in the City’s Emergency Operations Center during the response to Hurricane Sandy.
